Terms of Reference

A. Background:

The objective of the project is to introduce and develop the concept of Green Schools and Youth Centres, as healthy functioning environments managed by each institution’s own community – the students or youth, staff, parents – as an extracurricular volunteer – based program linked strongly with the local community. The project sites will be in three locations, in Liquica District (1 school), in the Seisal River catchment (5 schools), and in Gleno, Ermera District (1 youth centre).

Inter-connected components of the complete Green School or Youth Centre will include the buildings and the way they interact with the local environment and green spaces; gardens and producing nutritious food; energy supplies and energy-efficiency of the schools and centres; water supply, recycling and consumption; the management of waste materials; and linkages with the local community’s environment and greening activities.

Green Schools will contribute to the overall capacity of schools by providing the tools to advocate for the introduction of comprehensive environmental education as part of the national curriculum, while Green Youth Centres will introduce young men and women to basic environmental concepts and a range of skills relevant to conservation and sustainable use of community resources and biodiversity.

In this regard, UNDP is seeking to establish a partnership with a national NGO to implement the project in close collaboration with the governing bodies of the schools and youth centre participating in the Pilot.

B. Roles and Responsibilities:

Under the direct supervision of the International UNV and UNDP PRE Unit, the selected NGO will take the responsibility for the following activities:

· Prepare an initial package of materials for introducing the concept to the schools and youth centre.

· Familiarize school children and youth with the concept and agree on the activities to be organized based on the needs of each school/youth centre.

· Provide technical guidance, training and educational materials to enable each school/youth centre to plan and establish an “environment management system,” comprising organic gardening and nutritional food production, combined with water and waste management.

· Together with UNDP, provide training and supervision of national UNVs attached to the pilot.

· Together with UNDP PRE Unit, oversee the distribution and implementation of grant funds allocated to each school/youth centre.

· In collaboration with all project stakeholders, devise and put in place mechanisms to ensure sustainability of the various project elements once the project draws to an end

· Monitor the project on a regular basis – provide updates on project progress to UNDP and reports as scheduled.

· Document the materials produced and lessons learned to develop a Resource Kit and guidance materials for the MoE, SYSS and other partners.

· Ensure project activities are on track.

C. Outputs:

There are five major outputs expected to be delivered by the NGO in this project:

1) Established green environments at each location with a garden, and water and waste management components;

2) Increased environmental awareness among children and youth via extra-curricular activities;

3) 4-8 national UNVs are trained in natural resource management issues and environmental awareness campaigning;

4) Local communities introduced to the value of volunteerism;

5) Resource Kit and guidance materials based on the lessons learned are prepared.

In order to achieve these outputs, the successful organization will be expected to provide all necessary support to UNDP in order to ensure that these outputs are achieved to the highest standard in terms of quality, within the intended time-frame, and with the highest possible participation of stakeholders. In particular, the organization will carry primary responsibility for devising and putting in place the mechanisms necessary to ensure sustainability of pilot sites in the future.

D.Company Requirements:

UNDP will seek to collaborate with an organization that has:

– Adequate and qualified staff;

– Extensive experience working with external organizations or donors;

– Extensive experience working with agricultural, natural resource management and/or environmental projects of the type proposed here;

– Proven capacity in terms of organization, networking, monitoring, reporting, gender mainstreaming and community mobilization;

– Experience with the provision of technical training or in the coordination of such training;

– Demonstrated experience of a good working relationship with local Government.
