ICT Association in Timor

Dear friends,

We are tryings to establish an ICT Association here in Timor and currently we are at the stage of preparing the first congress of the association which will take place on Monday, 29 of October 2007. We managed to come up with drafts of Constitution, Programs and structure of the association.

The proposal for the congress is ready and we have submitted one copy to the Secretary of State for Youths and Sports, Miguel Manetelu and I am proud to tell you all that we received a very warm welcomed for the activity (congress) and in particular the programs related to the youths in Timor.

One of the programs for the congress will be an Open Lecture by hopefully friends from this List. We are looking for supports from friends in this list, and further discussions are warmly welcomed.

There are mainly 3 focus programs of this Association:
1. Advocacy. Identifying Laws/Regulations in the area of ICT (Privacy, Copy right, etc.). There is one particular issue we would like to raise: TImor Telecom special contract with the government to monopolized both Telephone and ISP services in Timor.

2. Education and Training of members and community in general. We will try to come up with alternative solutions on our formal education’s curriculum, etc.

3. Research and Development. We will try to identify possible ICT applications to support East Timor’s development process. For instance, the use of Health Information System, Internet for Schools, Internet for NGOs, Internet for Community, Local Health Centre, etc.

    The ICT Association of Timor – Leste was established already in 23 April 2005, with the participants of ICT backround Timorese youth and student.
    So i belive that, if we starting creating a misunderstanding between us, i willy know that with a diferents ideas will help a lot of for the development of ICT nation.
    ICT Association was aware by the Government others entities in Timor – Leste, even not yet implementing any sucess program as you starting now.
    ICT – TL will be one of Timor – Leste’s largest ICT research organisations when fully established in 23 April 2005. It will run several research programs and have more than research members.
    The resources are intended to build awareness, encourage debate, and promote the importance of ICT. ICT provide practical information for, society, government, and educational leaders, business, and encourage communication by employing technology tools in the most collaborative sense.
    ICT remains a global reality. This reality has prompted the partners involved in this effort to collaborate on actions at the national and international level for bridging the digital divide. They have recognized a priority need to achieve ICT worldwide – thus fostering “digital opportunity” for the education and the workforce of the new millennium.
    Centralized portal for the repository of ICT resources, highlights innovative efforts and partnerships promoting ICT, and facilitates the interaction between researchers, business, government and educational segments. New surveys, studies and reports on ICT will be presented. Society may share information, collaborate for strategic efforts, present leading research and thinking in the area of ICT, and encourage global leaders to dialogue on important issues and consensus building efforts. We encourage strategic planners, futurists, and thought leaders to share with our audience their “out of the box” thinking and their innovative, radical ideas.
    Building an international consensus is critical for advancing meaningful educational initiatives, training high skilled workforce, and understanding issues related to economic development. ICT provides a rich, centralized portal for the repository of ICT resources, highlights innovative efforts and partnerships promoting ICT, and facilitates the interaction between researchers, business, government and educational segments.
    The Information and Communication Technologies leads and represents will be recognized for being a key driver of Timor – Leste’s prosperity.
    The ICT of Timor Leste focuses its activities, events and publications in five primary areas:
    • ICT Policy representing the features of ICT development of Timor – Leste, practitioners at, education, Society, Government, Financial, Communication and Technology level.
    • Education and Training to elevate the level of ICT capability in Timor – Leste.
    • Professional development and advancement. Members of ICT, members know that the membership vetting process is through and responsible.
